Wo waren Sie?

“Wo waren Sie” indicates second person formal. Second person formal in Spanish is Usted, and the corresponding verb is estaba or estuvo (imperfect / preterite) for estar and ha (indicative). Why are all these translations using the third person plural conjugations? I believe these translations would be correct for the German sentence “Wo wart Ihr?” I base my question on the conjugations of estar and haber on this site: http://www.conjugation.org/cgi-bin/conj.php. What am I missing?
