CAn anyone advise me … the English translation is ‘Brian kept Kate waiting’. Can pozwolić be used in such a context? Thanks!

I don’t think so – this looks like a mistranslation. “Brian kazał Kate czekać” (lit. "Brian made Kate wait”) would work better here.
